In order to prevent and mitigate the risk of major accidents in highway water transport projects, promote related industries to eliminate outdated processes, equipment and materials, and raise the level of intrinsic production safety, according to laws and regulations such as the “Work Safety Law of the People's Republic of China” and “Measures for the Supervision and Administration of Work Safety in Highway Water Transport Projects”, the Ministry of Transport, together with the Ministry of Emergency Management, organized and formulated the “Catalogue of Construction Processes, Equipment and Materials Endangering Production Safety in Highway Water Transport Projects”, which is now being released. From the date of implementation of the “Catalogue”, all highway water transport engineering operators shall take strong measures to completely stop using the “prohibited” construction processes, equipment and materials listed in this “Catalogue”, and shall not use the “restricted” construction techniques, equipment and materials listed in this “Catalogue” within the restricted conditions and scope. Transportation authorities at all levels responsible for supervising and managing production safety shall carry out supervision and inspection of the implementation of this “Catalogue” in accordance with the relevant provisions of the “Work Safety Law of the People's Republic of China”. This notice will take effect on June 1, 2026.
