In response to outstanding environmental hazards in domestic waste landfills in many places, the state will issue relevant technical guidelines and standards for pollution prevention and control to strengthen the prevention and control of environmental risks in domestic waste landfills. The “Technical Guidelines for Pollution Prevention and Control in Domestic Waste Landfills Excavation” began soliciting opinions from relevant parties on December 26. Previously, the national solid waste pollution control standard “Domestic Waste Landfill Pollution Control Standard” was also issued and implemented. According to the preparation instructions for the draft for solicitation of comments, landfills are places where large amounts of pollutants are concentrated, such as leachate, foul-smelling gases, etc., and different stages of the excavation and treatment process may affect the surrounding atmosphere, soil, and groundwater. Furthermore, research on the application of garbage humic soil shows that the four heavy metals cadmium, mercury, chromium, and lead are high in humic soil, and direct land use can pollute the soil. Therefore, there is an urgent need to put forward requirements for environmental management related to maintenance, monitoring, early warning, etc. of the excavation process through the formulation of pollution control regulations to guide the prevention and control of pollution in the process of utilization, disposal, and transportation of excavation, storage, sorting, and screening products, so as to effectively prevent secondary pollution during the excavation process.
