The 19th session of the 14th National People's Congress Standing Committee voted to pass the “Dangerous Chemical Safety Law of the People's Republic of China” on December 27, which will take effect on May 1, 2026. The Hazardous Chemical Safety Law consists of 10 chapters and 127 articles, including general provisions, planning and layout, production and storage safety, use safety, business safety, transportation safety, hazardous chemical registration, accident emergency rescue, legal liability, and supplementary provisions. The purpose of enacting this law is to strengthen the safety management of hazardous chemicals, prevent and reduce hazardous chemical accidents, guarantee people's health, life safety, and property safety, and protect the ecological environment.
