Recently, the “Civil Unmanned Aerial Vehicle Real-Name Registration and Activation Requirements” and “Civil Unmanned Aircraft System Operation Identification Specification”, prepared by the Civil Aviation Administration of China, were approved and released by the General Administration of Market Regulation. These two mandatory national standards will be officially implemented on May 1, 2026 to promote the safer, healthier and more orderly development of the industry. In recent years, along with the rapid development of industries related to China's low-altitude economy, the civil unmanned aviation industry has developed rapidly and is playing an increasingly important role in promoting economic structural transformation and upgrading and promoting economic and social development. According to the “2024 Civil Aviation Industry Development Statistics Bulletin” issued by the Civil Aviation Administration, in 2024, nearly 20,000 units have obtained drone operation certificates, and the number of registered drones has exceeded 2 million. The total number of flight hours for the whole year has exceeded 26 million hours within the statistical range, while the maximum number of aircraft in the air has reached 26,000. In order to further improve the safety level of unmanned aerial vehicle operation, the Civil Aviation Administration has taken the lead in formulating the “Civil Unmanned Aerial Vehicle Real-Name Registration and Activation Requirements” and the “Civil Unmanned Aircraft System Operation Identification Specification” to ensure the legal and compliant operation of civil unmanned aerial vehicles at the source, implement the requirements of relevant national laws and regulations for unmanned aerial vehicles to actively report identification information and achieve reliable monitoring.
