Zhitong Finance App News, China Energy Construction (03996) announced that on December 16, 2025, the first phase of the China Energy Construction Songyuan Hydrogen Energy Industrial Park (green hydroaminol integration) project (hereinafter referred to as Phase I of the Songyuan Project or this project), the world's largest integrated green hydroaminol project invested and built by the company, was officially put into operation.

Construction of the first phase of the Songyuan project began in September 2023, with a total investment of 6.946 billion yuan. The construction includes 800,000 kilowatts of new energy generation (including 750,000 kilowatts of wind power and 50,000 kilowatts of photovoltaics). The project was completed and successfully produced for the first time on December 1, 2025, and officially put into operation on December 16, 2025.

The project successfully solved the world-class problem of dynamic coupling between fluctuations in new energy sources and stable chemical production using the innovative technical route of “direct wind and solar supply+energy storage peak shifting+efficient electrolytic hydrogen production system+dynamic ammonia synthesis integration”. The project created “four world records” for the largest scale, largest hydrogen storage capacity, widest load flexible process and the largest alkaline electrolysis hydrogen production equipment, and pioneered “four leading international technologies” for wind hydrogen storage and ammonia alcohol matching and optimization technology, 100% green electricity direct supply technology, green flexible hydrogen-ammonia alcohol production technology, and large-scale integrated control technology for wind hydrogen and ammonia alcohol storage. The project achieved 100% localization of key core equipment, filled the gap in the flexible production of hydroammonia alcohol directly connected to green power in China, and formed a total of more than 100 patents, proprietary technologies, and standards.

After the project is put into operation, it can achieve an annual production capacity of 45,000 tons of green hydrogen and 200,000 tons of green ammonia and green methanol, which is equivalent to saving about 600,000 tons of standard coal per year, reducing carbon dioxide emissions by 740,000 tons, and achieving local consumption of green electricity and high added value conversion.

This project has obtained the ISCC EU EU green certification issued by an international authority, has key qualifications to enter the international green energy market, and the product has successfully entered the global green ammonia ocean shipping fuel market.

At the policy level, this project has been selected as the first batch of green and low-carbon advanced technology demonstration projects by the National Development and Reform Commission, the first batch of green liquid fuel technology research and industrialization pilots by the National Energy Administration, the “Three National Demonstrations” of hydrogen energy project pilot projects in the energy sector, and the “One Global Demonstration Project” of the Global Energy Internet Demonstration Project, which has received recognition and support at the national and international levels.
