On December 15, the full text of the “Henan Post Regulations” was published and will take effect on March 1, 2026. The Regulations suggest that people's governments at or above the county level should support postal enterprises and express delivery companies to build integrated village-level delivery and logistics service stations according to local conditions, and provide support in terms of site provision, rent relief, and initial operation subsidies. The Regulations clearly state that an enterprise operating in the express delivery business shall be fined not less than 10,000 yuan and not more than 10,000 yuan if the circumstances are serious; if the circumstances are serious, if the express is damaged by throwing away the shipment, the postal administration department shall order the correction and issue a warning or notification of criticism; if it refuses to correct it, it shall be fined not less than 10,000 yuan; if the circumstances are serious, it shall be fined not less than 10,000 yuan and not more than 30,000 yuan.
