The three northeastern provinces, which have occupied the highest average labor force position in the country for many years, have recently changed their rankings, and Inner Mongolia has now become the province with the oldest average labor force in the country. On December 14, the Human Capital and Labor Economics Research Center of the Central University of Finance and Economics released the “China Human Capital Report 2025”. According to the data, the average age of the country's working population in 2023 is 39.66 years old. The five provinces with the oldest labor age structure are Inner Mongolia, Heilongjiang, Liaoning, Jilin, and Sichuan; the five youngest provinces are Hainan, Tibet, Guangdong, Guizhou, and Xinjiang in that order. “In addition to being affected by the age structure of the local population, changes in the age structure of Inner Mongolia and the three eastern provinces are also an important factor, and population movements are directly affected by industrial structure, related policies, and government support.” Professor Li Haizheng, head of the China Human Capital Measurement Project, told First Finance.
