According to China Civil Aviation News, recently, the Air Traffic Control Bureau of the Civil Aviation Administration issued the “2025 Air Traffic Control System Winter Operation Guarantee Work Plan” to fully deploy winter air traffic control operation guarantee tasks. In terms of controlling operation, the “Plan” requires all control units to strengthen weather response and improve security capabilities; be wary of operational risks and strictly prevent runway intrusion; optimize organizational management, and strengthen special treatment. In terms of flow management, the “Plan” requires all traffic management departments to accurately investigate the operation situation and scientifically implement traffic management; focus on winter operation guarantees to prevent the occurrence of secondary defrosting; and deepen internal and external coordination and linkage to enhance joint system operation. In terms of equipment security, all units should strengthen advance prevention and preparation; strengthen operation monitoring to ensure smooth operation; improve emergency plans to improve disposal efficiency.
