Based on the advantages of the Luohu Port Cluster, the construction of a port economic belt integrating a “commercial and trade circulation hub, first stop for inbound consumption, scenario demonstration window, and talent exchange links” was proposed, and 12 specific measures in four major directions were proposed. In terms of building a new engine for an open economy, Luohu will focus on trade upgrading and industrial collaboration. In terms of goods trade, attract high-value-added products and commodity trade headquarters, study a “front store and back warehouse” linkage model for food and other trade with Hong Kong, and accelerate the construction of a cross-border e-commerce industrial park. Trade in services targets cross-border tourism, international logistics, creative design, etc., to create service carriers such as digital creative art districts. In terms of collaborative innovation, the focus is on artificial intelligence and life and health industries, using “Shennan East No. 1” as the carrier to build an artificial intelligence industry-university-research base, and relying on the B1 plot of transit land to build the Shenzhen-Hong Kong Life and Health Industrial Park. In terms of new technology, new business formats and new application scenarios, the focus is on promoting the implementation of “AI+” and low-altitude economy applications. In terms of the “AI+” application, it is planned to promote AI digital human and biometrics services at ports, pilot cross-border unmanned transportation and freight, and explore applications such as AI translation. In terms of the low-altitude economy, Wenjindu Port was used as a pilot to launch cross-border drone logistics and distribution to expand a new model of “low altitude+cultural tourism” integration.
