Three industry sources revealed that oil exports from Russia's Black Sea port of Novorossiysk and CPC terminals were reduced by about 1 million tons compared to the plan in November due to severe storms and recent drone attacks disrupting loading operations. Sources said that Novorossiysk Port plans to load about 3.2 million tons of Ural crude oil, Siberian light crude oil, and KEBCO crude oil in November, but the actual export volume is only about 2.5 million tons. “Novorossiysk is still loading November's cargo, and the operation is expected to continue until December 7,” a source said. Meanwhile, two sources said that shipments of CPC blended crude oil have also been delayed, and the cargo of about 300,000 tons carried by the two Suez tankers has been delayed until December. Following recent attacks on critical Black Sea port infrastructure, these delays have further exacerbated the export capacity restrictions Russia is facing. Sources said that Russia's December oil export plan is already quite large, and the additional amount postponed in November may be further delayed until January next year.
