British Chancellor of the Exchequer John Healy has expressed support for Heathrow's plan to build a third runway, which may trigger differences with Prime Minister Andy Burnham at the Downing Street level. Healy clearly expressed support for the project to reporters at the International Monetary Fund's annual meeting in Bangkok, saying “the reason for Heathrow's third runway has always been to promote growth.” Prime Minister Andy Burnham declined to say whether he supports the expansion plan for Britain's largest airport, saying “this is a matter for London and the citizens of London,” and said he is “open” to the plan. The UK Department of Transport estimates that the expanded Heathrow Airport will create 60,000 local jobs and bring economic benefits of up to 42 billion pounds to the UK.
