The Sichuan Provincial Department of Economy and Information Technology recently officially issued the “Sichuan Provincial Work Plan for Promoting the Development of Small and Medium Enterprises”. The “Plan” proposes that during the “15th Five-Year Plan” period, the “three no R&D” key regulated industrial enterprises will be launched to clear up the “three without R&D” campaign, support small and medium-sized enterprises to participate in innovation platform construction and key technology research, and promote the opening of R&D resources such as major science and technology infrastructure, manufacturing innovation centers, large-scale scientific research instruments, and pilot platforms to small and medium-sized enterprises. Explore the establishment of a “list of small and medium-sized enterprises and launch of innovative service agencies” model, support the independent publication of the list of specialized and new small and medium-sized enterprises, and select universities, expert teams, and innovative service agencies to launch the list. By 2030, the R&D intensity of regulated industrial enterprises in the province will increase from 1.3% in 2025 to 1.5%.
