Urban public transportation is an important public welfare undertaking and livelihood project. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, push public transport enterprises to deepen reforms, improve urban public transportation security capabilities and service levels, and better meet people's basic travel needs, the following opinions are put forward with the approval of the State Council.

I. General Requirements
