The HKSAR Government will expand the “Entry Facilitation Program for Specially Invited Persons” from October 1, from the current member countries of the Association of Southeast Asian Nations to Central Asian and Middle Eastern countries and regions, and will allow all government bureaux/departments to issue invitations through the plan to promote economic and trade exchanges and multi-faceted exchanges. To promote economic and trade exchanges and cultural cooperation between Hong Kong and ASEAN, the HKSAR Government launched a plan on March 18, 2025 to allow five policy bureaux/departments to take the initiative to invite ASEAN special guests and provide them with more convenient entry and exit arrangements. The plan effectively promotes exchanges between special guests from ASEAN and strengthens Hong Kong's role as a “super contact” and “super value-added person”. After review, the HKSAR Government decided to expand the plan to cover Central Asian and Middle Eastern countries and regions, and to allow all policy bureaux/departments to issue invitations through the plan to allow more people from different sectors to visit Hong Kong and exchange.
