Recently, the National Energy Administration issued the “Measures for Disclosure and Submission of Fair Open Information on Oil and Gas Pipeline Network Facilities”, which will take effect from January 1, 2027. Article 3 of the “Measures” clearly states that “oil and gas network facility operators are responsible subjects for fair openness and shall disclose and submit relevant information as required”. The entity responsible for disclosing information is an oil and gas network facility operator, which is a corporate act. The National Energy Administration, its dispatching agencies, and provincial energy authorities are responsible for supervising whether enterprises disclose and submit information as required.
