The 15th China Intellectual Property Annual Conference was held in Beijing from September 8 to September 9. The theme was “Striving to Promote the High-Quality Development of the Intellectual Property Industry in the 15th Five-Year Plan”. According to the State Intellectual Property Office, during the “14th Five-Year Plan” period, China's intellectual property work changed from pursuing quantity to improving quality, and the intellectual property industry achieved new development, new leaps and improvements. In terms of the legal system, China has completed a new round of comprehensive revisions to the Patent Law and its implementing regulations, and has established the highest international standard punitive compensation system for infringement. In terms of creativity, the number of effective invention patents in China reached 5.394 million, and the number of valid domestic trademark registrations reached 508.16 million. The number of PCT international patent applications ranked first in the world for 7 consecutive years. The number of design applications under the Hague System and the number of international trademark applications in Madrid ranked among the highest in the world. In terms of examination, an internationally leading intelligent patent examination system and a next-generation trademark examination system have been built, and the application of multi-modal large models in examination work has been realized, and the patent and trademark examination cycles have all reached the fastest international level under the same examination system. In terms of application, the value added of patent-intensive industries exceeded 18 trillion yuan, increasing their share of GDP to 13.38%. The total annual import and export cost of intellectual property royalties exceeds 400 billion yuan. In terms of protection, 129 national intellectual property protection centers and rapid rights protection centers and 116 overseas intellectual property dispute handling guidance work platforms have been built, and social satisfaction with intellectual property protection has increased to 82.81 points. In terms of services, it has been realized that basic intellectual property data should be fully open. All public services are “one window open, one network access”, and various service agencies have wider coverage and better services. In terms of international cooperation, the Hague Agreement on the International Registration of Industrial Designs and the Marrakesh Treaty have been added to promote the successful conclusion of the WIPO Treaty on Intellectual Property Rights, Genetic Resources and Related Traditional Knowledge and the Riyadh Design Law Treaty. According to the “2025 Global Innovation Index Report” issued by the World Intellectual Property Organization, China's ranking rose to 10th place, ranking among the top ten in the world for the first time, and ranked first among countries for three consecutive years in the number of the world's top 100 innovation clusters.
