In accordance with the principle of “prominent focus, precise prevention and control”, Tibet has established an integrated technical defense+civil defense monitoring system, prioritizing the selection of 187 high-risk glacial lakes, carrying out satellite remote sensing monitoring, and carrying out ground monitoring and drone detection of 49 of these high-risk glacier lakes. Establish multi-departmental data sharing mechanisms for meteorology, hydrology, natural resources, emergency, etc. Organize experts regularly to discuss and judge the risk of glacial lakes. Establish a short-term early warning “response” mechanism, and formulate emergency safe haven plans for glacier lakes.
