The State Radio Office recently issued the “Notice on Launching the Evaluation Work of Domestic Coordinating Third Party Agencies of Satellite Networks” to test the evaluation of domestic coordination of satellite networks by third party agencies from 2026 to 2027. The first “Notice” clarifies the conditions for application of the evaluation. If the coordination requirements are unreasonable, coordination standards are unclear, technical analysis is controversial, and frequency compatibility conclusions are unclear, the coordinating parties can complete the coordination through evaluation by a third party agency. Second, the evaluation work procedures have been clarified, including selecting a third party agency, carrying out the evaluation work, and using the evaluation results. Third, the requirements for the evaluation work have been clarified, including carrying out evaluations objectively and impartially, strict confidentiality requirements, strict prohibition of illegal assessments, and timely feedback and suggestions. In the next step, the National Radio Office will strengthen the supervision of the whole process of evaluation mechanisms by third party agencies, track the effectiveness of the operation of the mechanism, continue to improve the domestic coordination system system for satellite networks, and support the high-quality development of China's aerospace industry through scientific and efficient management of frequency orbit resources.
