The international standard proposal for the “Application of Artificial Intelligence in Smart City Operation Models for Sustainable Urban and Community Development Part 2: Principles and Elements”, led by China, was successfully set up recently at the International Organization for Standardization. Artificial intelligence is being deeply integrated with urban governance and has become a key technology for improving the effectiveness of urban governance. The standard aims to establish a systematic governance framework for artificial intelligence applications in smart city operations, clarify core elements such as governance systems, implementation paths, coordination mechanisms, and effectiveness evaluation, and focus on solving the “technical and no rules” dilemma in cities. At the strategic management level, the standard proposes guidelines for risk supervision and performance monitoring; at the public service level, the standard proposes implementation guidelines for integrating personalized and inclusive services; at the level of resource management, the standard proposes guidelines for data governance and collaborative resource layout to promote the construction of an inclusive, transparent, and responsible urban AI governance system in all aspects. The standard will be jointly developed by experts from 16 countries, including China, the United States, the United Kingdom, France, the United Arab Emirates, Singapore, Malaysia, Brazil, and Iran.
