Recently, four departments in Sichuan jointly issued the “Notice on Implementing the Unemployment Insurance Policy to Support the Stabilization and Expansion of Jobs for Enterprises”, which extends the recipients of the current one-time job extension subsidy policy to insured enterprises and social organizations. The refund standard is implemented at the maximum limit set by the state, that is, 1,500 yuan/person. According to the “Notice”, insured enterprises that have paid unemployment insurance premiums in full for 12 months in the previous year, have no layoffs or a layoff rate of no more than 5.5%, and an insured enterprise with less than 30 employees whose layoff rate is not higher than 20% of the total number of insured employees can enjoy unemployment insurance job stabilization reimbursement according to regulations. Large enterprises are refunded 20% of the unemployment insurance premiums actually paid by the enterprise and its employees in the previous year; micro, small and medium-sized enterprises are refunded at 40%; and individual businesses that are insured in the form of a unit are refunded at 60%. The classification of insured enterprises and the application procedures for labor-dispatching companies are still implemented in accordance with the regulations of the previous year. Social organizations, law firms, and accounting firms refer to micro, small and medium-sized enterprises for implementation.
