The center of typhoon “Shader” No. 18 of this year made landfall for the third time around 6:30 on September 3 along the coast of Zhangpu Gulei in Zhangzhou City, Fujian Province. Affected by the typhoon and continued heavy rainfall, Zhangpu, Zhaoan, Dongshan and other places in Zhangzhou City, Fujian Province initiated “three stops and one break”, that is, stop work, stop production, stop classes, and close the market. Zhangpu County requires that from 7:00 today, with the exception of rescue and livelihood security jobs, all types of enterprises and institutions stop work; Zhaoan County will implement “three stops and one break” from 8:00 today; and Dongshan County will implement measures such as stopping work, stopping production, suspending classes, and closing the market starting at 6:00 today, in addition to emergency rescue, livelihood security, supply of necessities of life, and enterprises requiring continuous production. Furthermore, all kindergartens, primary and secondary schools, middle vocational schools, colleges, training institutions, and practice base camps in Fuzhou City and Quanzhou City have stopped all education and teaching activities to ensure safety. In Xiamen, all Xiamen ferry routes, Xiajin routes, Quanjin routes, and Xiazhang ferries were suspended on September 3.
