The plan proposes innovating business models and promoting the accelerated development of virtual power plants. Support eligible power sales companies to develop virtual power plant business. Improve virtual power plant transaction rules, technical standard systems, construction and operation management mechanisms, and access and call mechanisms, improve the level of resource aggregation and operation reliability of virtual power plants, and promote the normalization and large-scale participation of virtual power plants in power market transactions. By 2030, the maximum adjustment capacity of virtual power plants will exceed 50 million kilowatts.
