2. (27) Improve fiscal and financial support mechanisms. Combine promoting consumption with benefiting people's livelihood and repairing shortcomings, strengthen inclusive policies that directly reach consumers, and increase government funding for people's livelihood security expenses. Funding channels such as central budget investments and local government special bonds are used in an integrated manner to support the construction of eligible consumer infrastructure. Make good use of special funds for fiscal and financial coordination to promote domestic demand, and make better use of the role of policy funding. Support financial institutions to expand credit investment in the consumer sector and increase credit support for consumer sector operators. Optimize the implementation of interest rate discount policies for personal consumption loans and loans for service industry operators. Encourage insurance institutions to develop relevant insurance products and services to meet the protection needs of key consumer sectors.

(28) Implement a rest and leave system. Labor laws are fully implemented to effectively guarantee workers' rights and rights to legal rest and vacation. Promote the revision of the “Regulations on Paid Annual Leave for Employees”, strictly implement the paid leave system for employees, and enhance the rigidity of the implementation of the system. Encourage units and employees to combine paid annual leave with traditional festivals and local special events to arrange flexible peak vacations. Support places in a position to do so to promote spring and autumn vacations for primary and secondary schools.

8. Organization and implementation

Insist on implementing the Party's leadership into all aspects of the whole process of expanding consumption. All regions and departments should implement the goals, tasks, policies and measures proposed in this plan in line with actual practice. Strengthen full-caliber consumption statistics and optimize statistical monitoring of service consumption and new consumption formats and models. The National Development and Reform Commission and the Ministry of Commerce should strengthen coordination and do a good job of monitoring and evaluating the implementation of the plan. Request reports on important matters in a timely manner in accordance with the procedures.
