According to the relevant provisions of the “Haihe River Flood Control and Drought Relief Headquarters Flood Control Emergency Response Plan” and the “Flood and Drought Disaster Prevention Emergency Response Work Procedure of the Haihe River Water Resources Commission of the Ministry of Water Resources”, after research, starting at 19:00 on July 11, the Haihe River Defense General Administration initiated a flood control level III emergency response, and the Maritime Commission initiated a flood prevention level III emergency response. At 18:00 on July 11, the inbound flow of Luanhe Panjiakou Reservoir in the Luanhe River Basin was 2,240 cubic meters per second. This was the first flood in the Luanhe River to meet the coding standard in 2026. According to the Ministry of Water Resources's “National Major River Flood Number List”, the flood number was determined to be “Luanhe River Flood No. 1 2026”.
