Buildings for commercial, office, hotel, factory, R&D, warehouses, logistics, public service facilities, municipal and transportation facilities, etc., and have real estate ownership certificates or buildings managed by the city, district government and relevant departments and approved for completion can apply for temporary conversion of use for people's livelihood and economic development.
