At the 2026 National Congress, Miao Wei, deputy to the National People's Congress and senior vice president of ZTE, put forward a series of suggestions on the establishment of the rule of law, future industry, and digital economy, based on national strategic deployment and people's livelihood concerns. He proposed forward-looking layout of the 6G industry, speeding up the enactment of special procedures laws for intellectual property litigation, strengthening face information protection in the AI era, and establishing an open platform for AI model training. Miao Wei said that in recent years, the country has focused heavily on the development of industries such as personalized intelligence. More and more personal information is being actively or passively exposed to artificial intelligence programs, where biometric information with strong personal specificity is collected on a large scale. Therefore, it is recommended to strictly implement the “notification-consent” principle, focus on strengthening face information protection, establish a full-chain rights guarantee mechanism, and clarify the legal boundaries between face data processing and face cloning.
