The Zhitong Finance App learned that on January 7, the Hong Kong Lands Department announced that 11 pre-sale consent forms for residential projects were approved in the fourth quarter of 2025, involving a total of 3,872 residential units. Along with the pre-sale consent forms issued in the first three quarters of 2025, the Hong Kong Lands Department approved a total of 23 pre-sale consent forms for residential projects in 2025, involving a total of 10,845 units.
In addition, the Hong Kong Lands Department also approved 6 transfer agreements in the fourth quarter, involving two phases of a development project in Tai Po and 2 phased development projects in Tseung Kwan O and Kai Tak, involving a total of 2,524 residential units; as well as a commercial unit in a phased development in Tin Shui Wai and a hotel portion of a phased development in Lantau.
As of December 31, 2025, there were 23 pre-sale consent applications for residential projects awaiting approval, involving a total of 6,856 units.
Meanwhile, the department is processing nine transfer consent applications involving a total of 3,447 residential units and 3 non-residential units, while 3 applications for pre-sale consent forms for non-residential projects are awaiting approval.
