The People's Bank of China issued a notice on the “Administrative Measures on Classification and Rating of Non-bank Payment Institutions”. It is proposed that from February 1, 2026, the classification and rating of payment institutions will be implemented in accordance with the revised “Administrative Measures on Classification and Rating of Non-bank Payment Institutions”. Branches of the People's Bank of China shall comprehensively evaluate the compliance of payment institutions in terms of corporate governance, business standards, provision management, user rights protection, system security, anti-money laundering measures, and operational soundness, taking into account the classification and rating situation, and submit the preliminary evaluation report and preliminary evaluation results of payment institutions to the People's Bank of China in the form of a written document before June 30 of each year.
