The utilization rate of good species of major afforestation tree species increased from 65% at the end of the 13th Five-Year Plan to 76%. According to reports, since the “14th Five-Year Plan”, China has implemented the “Three-Year Action Plan for the Revitalization of Forest Grass Seedlings”, and the ability to protect and utilize forest grass germplasm resources, breeding innovation capabilities, seedling production and supply capabilities, and market supervision capabilities have improved markedly. The layout and construction of 7 national forest grass germplasm resource storage facilities, 209 national forest germplasm resource in-situ offsite storage depots, and 20 national grass germplasm resource nurseries. 2,152 good tree species and 324 grass varieties were selected and approved. Over the past five years, China has built more than 1,500 production bases for various types of forest seeds at all levels, 600,000 mu of grass breeding bases, and 188,000 seedling production bases, producing an average of 13,000 tons of forest seeds, 25,000 tons of grass seeds, and more than 20 billion seedlings per year, which strongly guarantees the construction of key ecological projects such as the “Three North”, sustainable management of forests, and the diversified demand for good and strong seedlings in the underforest economy. At the same time, the flower nursery industry is developing rapidly. Currently, there are nearly 190,000 related enterprises and more than 8 million employees. In the next step, the State Forestry and Grass Administration will continue to strengthen the protection and utilization of forest grass germplasm resources around the construction of key ecological projects such as the “Three North” and the major needs of the forest grass industry, explore and create excellent germplasm and genetic resources, increase the selection and breeding of precious tree species, characteristic economic forest tree species and good forest grass varieties adapted to the “Three North” regions, optimize the layout of the nursery base, and ensure “sufficient quantity, excellent quality and stable price” of seedlings.
