Recently, six central provinces, including Shanxi, Henan, Hubei, Hunan, Anhui, and Jiangxi, have successively released the full text of their “15th Five-Year Plan” planning proposals. In the context of the strategy of speeding up the construction of a new development pattern and promoting high-quality development, the central provinces have used the “Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development” as a platform to systematically plan a new path for regional development. Focusing on key areas such as food security, energy transformation, and expanding domestic demand, the provinces are not only based on resource endowments, but also strengthening innovation drivers, making concerted efforts in agricultural modernization, green and low-carbon transformation, and consumption scenario innovation, and focusing on creating a “central model” for Chinese-style modernization in the new era. The six central provinces account for 10.7% of the country's land area, carry 28.1% of the country's population, and generate about 21.9% of the country's GDP. At the same time, the central region is located in the hinterland of China, bordered by east and west. It has the status of a hub center, well-developed transportation networks, rich food and energy resources, and a mature industrial base. In May 2024, the Political Bureau of the CPC Central Committee held a meeting to review “Certain Policies and Measures to Promote the Accelerated Rise of the Central Region in the New Era”. The conference pointed out that it is necessary to always keep abreast of the central region's strategic position as an important grain production base, energy raw material base, modern equipment manufacturing, high-tech industrial base, and integrated transportation hub, and focus on advancing various key tasks to promote the rise of the central region to achieve new major breakthroughs.
