It states that if the provider has any of the following circumstances, it shall carry out a security assessment in accordance with relevant national regulations and submit an evaluation report to the territorial provincial Internet communication department: where the function of the anthropomorphic interactive service is launched or related functions are added; where the anthropomorphic interactive service has undergone major changes due to the use of new technology and applications; where there are more than 1 million registered users or more than 100,000 monthly active users; there may be situations affecting national security, public interest, the legitimate rights and interests of individuals and organizations, or lack of safety measures during the provision of anthropomorphic interactive services; others as stipulated by the national Internet Communications Department situation.
