The Standing Committee of the National People's Congress voted on December 27 to pass the newly revised Civil Aviation Law, which will take effect from July 1, 2026. Strengthen the management of civil unmanned aerial vehicles. The newly revised Civil Aviation Law clearly states that those engaged in the design, production, import, maintenance and flight activities of civil unmanned aerial vehicles should apply to the competent civil aviation department under the State Council to obtain an airworthiness permit in accordance with relevant national regulations, except where there is no need to obtain an airworthiness permit according to regulations. Agencies engaged in the production of unmanned aerial vehicles for civil use shall establish unique product identification codes for the unmanned aerial vehicles they produce in accordance with relevant national regulations. The safety and security of civil aviation has been further strengthened. The newly revised Civil Aviation Law clearly prohibits the installation of “lasers” that affect the use of visual navigation aid facilities at airports, specifically lists prohibited acts affecting the electromagnetic environment of airports, and stipulates that air transport companies and civil airports can take corresponding measures when their ability to guarantee safe operation is insufficient.
