The section runs from Lianyungang Ninghai hub in the north to Huai'an Wangxing hub in the south, with a total length of 98.6 kilometers. The project completely upgraded the original four lanes in both directions to eight lanes in both directions, and the design speed was also raised to 120 kilometers per hour. According to estimates, the average daily traffic capacity of passenger cars on this section of the road will increase from 25,000-55,000 vehicles before expansion to 70,000-100,000 vehicles, doubling the traffic capacity.
