The Party Central Committee and the State Council attach great importance to the development of the cruise ship economy. Last year, the State Council issued the “Regulations for International Cruise Ships Calling at Ports in the People's Republic of China”; in March of this year, the General Office of the CPC Central Committee and the General Office of the State Council issued a “Special Action Plan to Boost Consumption”, proposing continuous enrichment of cruise routes and travel products. From January to November of this year, China's cruise passenger traffic reached 1.265,000, an increase of 27.8% over the previous year, which played a positive role in promoting tourism development and expanding consumption. In order to implement the decisions and arrangements of the Party Central Committee and the State Council to vigorously boost consumption, further cultivate and expand cruise consumption, and promote the development of the cruise economy, this year, the Ministry of Transport focused on issues reported by the industry such as the inability of cruise ships to reach the port and the single cruise line product. From the perspective of focusing on strengthening supply, improving services, and stimulating new demand, the Ministry of Culture and Tourism jointly researched and formulated “Certain Measures to Further Promote the Development of Cruise Transportation and Tourism Services”, which was issued and implemented recently.
