On the 22nd local time, Sergei Dubović, vice-chairman of Ukraine's Central Election Commission, said that if Ukraine wants to hold elections, the primary prerequisite is to amend the laws relating to wartime elections, and the key power to advance this issue is currently in the hands of the Verkhovna Rada. In his statement, Dubovic stressed that in a state of war, there are no conditions for holding elections at all. He pointed out that the current Ukrainian election laws applicable in peacetime are clearly inadequate and must be revised in a targeted manner. He said, “Election-related discussions can only be formally advanced once the prerequisites have been met and judicial issues relating to the wartime situation have been resolved. In order to implement elections, it is necessary not only to amend core laws, but also to refine the various operational details of post-war elections or elections after the active phase of fighting has stopped.” Dubovic further revealed that to push for the election to be implemented, Parliament must take the lead in formulating a clear road map and supporting draft laws.
