The draft National Development Planning Law was submitted to the Standing Committee of the National People's Congress for review three times on the 22nd. The third draft review added provisions that the preparation of national development plans should “adhere to top-level design and the unification of people's opinions”, and at the same time add regulations to play an auxiliary and supporting role of “industry associations”, further reflecting that the preparation of national development plans should promote democracy and brainstorm ideas. In September of this year, the draft National Development Planning Law was submitted to the Standing Committee of the National People's Congress for a second review. The second draft was then reviewed for public comment. Some members of the Standing Committee suggested that the national planning system includes not only various plans at the national level, but also local plans, and that the relationship between these plans needs to be properly handled. In response, the third draft review stipulates: “The country establishes and perfects a national planning system led by the national development plan, based on territorial spatial planning, and supported by special plans and regional plans, composed of national and local plans, with accurate positioning, clear boundaries, complementary functions, and unified connections to form a joint planning effort.” In addition, some members of the Standing Committee suggested revising and improving the relevant draft statements in accordance with the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. In view of this, the third draft review revised the “key tasks” in the main content of the national development plan to “major strategic tasks”; added regulations focusing on implementing the national development plan to promote policy coordination efforts such as “consumption, investment, and trade”; and revised the “dynamic monitoring” of the implementation of the national development plan to “dynamic monitoring and evaluation.” The third draft review further improved the relevant content of the national economic and social development annual plan, clearly stipulating: “The State Council organizes the preparation of an annual plan for national economic and social development,” and added a provision: “The competent department of national development planning under the State Council, together with relevant departments of the country, undertakes the specific preparation of the national economic and social development annual plan.”
