The Hong Kong Monetary Authority, together with the Commerce and Economic Development Council and the Intellectual Property Department, today launched an intellectual property financing sandbox. The Chief Executive's 2025 Policy Address mentions that the Intellectual Property Financing Sandbox aims to assist pilot industries to use intellectual property assets for financing. The sandbox provides a collaborative and risk-controlled environment for banks, IP valuation agencies, legal practitioners, and other relevant professional sectors to test the entire financing arrangement based on intellectual property assets. Three major banks in Hong Kong have joined the sandbox as the first participants, and confirmed that customers from the biotech, electronics and technology industries are interested in testing intellectual property financing transactions through the sandbox.
