On December 21, at the 2025 Shenzhen Xiangmihu Financial Annual Conference, Huang Qifan, former mayor of the Chongqing Municipal People's Government, presented his views on China's economic development. Huang Qifan pointed out that China should promote a two-way balance between imports and exports, improve the quality of trade and the level of internationalization of the RMB. On the one hand, the moderate appreciation of the exchange rate will enhance the purchasing power of the RMB, promote import growth, and help achieve the goal of doubling per capita GDP in the medium to long term in dollar terms. According to Huang Qifan, the RMB exchange rate against the US dollar will gradually appreciate from 7.0 to around 6.0 in the next ten years. On the other hand, according to industry differences and overall needs, the scale of some export tax rebates will be moderately lowered, and more financial resources will be used in domestic areas of people's livelihood and innovation and development.
