The “Regulations” target two types of specific scenarios, clarify responsible subjects and delivery time frames, and fill gaps in the relevant fields of the original “Regulations”. The original “Regulations” required that projects with a maintenance budget exceeding 100,000 yuan must be submitted to a third party cost consulting agency for review. In response, some owners and industry councils reported issues such as “slow cost review process” and “difficulties in using maintenance funds.” This revision adjusts the “strong manufacturing price review” to a cost review other than those requiring a cost review for emergency use projects with maintenance costs exceeding 100,000 yuan. Under other circumstances, the owners' meeting may decide on matters such as whether the project maintenance cost exceeds 100,000 yuan or whether to submit an amount determined based on the actual situation in the community to a third party cost consulting agency for cost review.
