People with knowledge of the matter told the news outlet that the commission will lower the tailpipe emissions reduction target to 90% from the current 100%. European automotive companies will also be allowed to continue selling plug-in hybrids and electric vehicles with range extenders powered by fuel to help them compete with global peers.
