The Zhitong Finance App learned that on December 16, according to the latest labor force statistics published by the Hong Kong Government Statistics Department (that is, provisional figures for September to November 2025), the seasonally adjusted unemployment rate from September to November 2025 was 3.8%, which is the same as the figure for August to October 2025. The underemployment rate remained constant during the two periods, remaining at 1.6%.
Compared with August to October 2025, the unemployment rate (not seasonally adjusted) and underemployment rate in various industries varied from September to November 2025, but the magnitude was generally small.
The total number of employed persons dropped from 367,2,700 in August to October 2025 to 366,999 in September to November 2025, a decrease of about 2,800. The total working population also dropped from 3822,300 to 3814,300 during the same period, a decrease of about 8,000.
The number of unemployed (not seasonally adjusted) fell from 149,600 in August to October 2025 to 144,400 in September to November 2025, a decrease of about 5,200. In terms of the number of underemployed people, the figure for September to November 2025 was 60,900, which is roughly similar to the figure for August to October 2025 (60,800).
Commenting on the latest unemployment figures, the Secretary for Labour and Welfare of Hong Kong, Mr Sun Yuhan, said, “The seasonally adjusted unemployment rate from September to November 2025 remained at 3.8%, the same as in the previous three-month period. The underemployment rate also remained unchanged at 1.6%. The working population and total number of employed persons declined slightly during the same period, and the number of unemployed persons also declined further.”
Looking ahead, Sun Yuhan said, “The steady expansion of Hong Kong's economy, combined with improved consumer confidence, should continue to support the overall labor market. However, the employment situation in some industries may still be strained by the challenges their businesses face.”
