The newly revised “Regulations” aim to better meet the emergency and disaster relief needs of “difficulties on one side, support from all sides”, and supplements and improves the original system. First, the scope of traffic guarantees has been further expanded, and vehicles carrying out rescue and disaster relief missions within the province have also been included in the scope of departmental collaboration and system docking, effectively solving problems such as different certification standards for “vehicles carrying out rescue and disaster relief missions” in some regions in the past, and the low efficiency of cross-provincial traffic and free traffic inspection, ensuring the smooth passage of all types of mission vehicles and improving overall rescue efficiency. Second, it provides a channel for handling special circumstances, clarifying the “charge first, then refund” process for vehicles carrying out rescue and disaster relief missions that have not been promptly reported, effectively guaranteeing the emergency charging order and ensuring that rescue missions are not delayed due to charges.
