A reporter asked: “An agreement similar to 'NATO Article 5' is being prepared, even though Ukraine will not join NATO. If such security guarantees can be provided, then what are the motives for Ukraine to relinquish any territory?” In response, Trump said, “Ukraine has lost these territories. We are working with Europe to promote security. Europe will play an important role. We are committed to building security mechanisms to prevent the recurrence of conflict, and we never want the conflict to break out again.” When asked if he had had direct communication with Russian President Vladimir Putin recently, Trump said, “Yes, I have.” Article V of the North Atlantic Treaty, the collective defence clause, states that “an armed attack on one or more Contracting States shall be considered an attack on all of the Contracting Parties”. The only time that NATO member states have invoked Clause 5 is that after the “9/11” incident, NATO member states collectively supported the US in starting the war in Afghanistan.
