Recently, the 20th session of the Standing Committee of the 16th Beijing Municipal People's Congress conducted a second review of the Beijing Municipal Park Regulations. Focusing on balancing public demand for park visits and maintaining park order, the second review focused on supplementing and refining regulations on dog admission, park classification and hierarchical management, and park management activities. The second review proposed that spitfire dogs and large dogs are prohibited from entering the park, and that dogs are prohibited from entering historic gardens. Other types of parks can decide whether to allow dogs to enter the park based on their own actual situation. Dog carriers are responsible for health and safety protection during admission to the park. The second review draft of the revised regulations will be published on the website of the Beijing Municipal People's Congress Standing Committee to solicit comments from all sectors of society. Comments will be collected from November 26 to December 25. Considering the different circumstances of each park, the regulations authorize park management units other than historic parks to independently decide whether to allow dogs to enter the park and the specific area and time period for which they are allowed to enter the park according to their own actual conditions, such as park size, traffic density, functional positioning, etc. While allowing dogs to enter the park, the relevant principal responsibilities are clarified. The second review proposed that for parks that allow dogs to enter the park, management units must formulate relevant management regulations and publicize them at the entrance, while carrying out daily management and inspection duties. However, parks where dogs are prohibited from entering the park must have a clear and prominent no-entry sign at the entrance. For dog owners, the second review made it clear that they must abide by the relevant laws and regulations relating to dog breeding management and specific park regulations, and assume relevant health and safety protection responsibilities during the period of admission with dogs.
