Huang Haihua explained that in August 2026, the 24th session of the Standing Committee of the National People's Congress conducted an initial review of the draft anti-cross-border corruption law. The draft consists of 6 chapters and 47 articles. The main contents include clarifying the principles, scope and propositions of China's anti-cross-border corruption work; clarifying anti-cross-border corruption working mechanisms and responsibilities; strengthening case handling and international cooperation; clarifying corporate integrity and compliance obligations; and clarifying legal responsibilities. According to opinions from various parties, the draft proposes the following major revisions: First, to reinforce the principles of anti-cross-border corruption work, making it clear that anti-cross-border corruption work should “adhere to the overall national security concept”, “strictly abide by the Constitution and laws, abide by legal procedures, and respect and protect human rights.” Second, regulations have been added to strengthen the protection of state secrets, work secrets, trade secrets, personal information, and personal privacy. Third, make it clear that domestic enterprises engaged in cross-border business should reasonably set up clean and compliance management departments or personnel according to factors such as enterprise size, scope of business, risk prevention and control.
