According to the Ministry of Veterans Affairs, the newly revised “Martyrs' Memorial Facility Protection Management Measures” will be officially implemented on November 1 this year. The new regulations make up for shortcomings in the management of scattered martyrs' facilities, standardize construction practices, and refine content such as exhibitions, sacrifice, and family tracing, so that martyrs' memorial facilities can be protected in a more comprehensive manner. The newly revised “Administrative Measures on the Protection of Martyrs' Memorial Facilities” further improves the hierarchical protection system. On the basis of improving the normalized management of memorial facilities at the national, provincial, municipal, and county levels, it clarifies the management responsibilities of martyr memorial facilities with undetermined protection levels and scattered distribution. The use of martyr memorial facilities must not be changed without permission, and martyrs memorial facilities must not be traded or mortgaged. Furthermore, in terms of planning and construction, the newly revised “Administrative Measures on the Protection of Martyrs' Memorial Facilities” strictly regulates the construction, relocation, renovation and expansion of martyrs' memorial facilities, and strictly controls disorderly construction and repeated construction. The “Measures” further highlight the public welfare attributes of martyr memorial facilities, improve the protection and management content involving cultural relics and martyr memorial facilities and scattered martyrs memorial facilities, and refine provisions relating to the renovation, display, and cleaning services of martyr memorial facilities.
