The Zhitong Finance App learned that Hong Kong Precious Metals Central Clearing System Limited (HKD) announced today (September 28) the appointment of Chen Bingqiang as the first CEO for a term of three years. Chan Ping-keung will take up his new job on October 2. The appointment was recommended by the selection committee to the board of directors of Hong Kong Financial Clearing Company based on global open recruitment results, and approved by the board of directors.
Chen Bingqiang will lead the Hong Kong Gold Clearing Company to oversee and promote the operation and development of the Hong Kong Gold Central Clearing and Settlement System, which includes providing efficient and reliable clearing and settlement services for OTC gold transactions, and working closely with refiners and financial institutions to create a comprehensive Hong Kong gold trading ecosystem that meets international standards.
Xu Zhengyu, Chairman of the Board of Directors of Hong Kong Financial Clearing Corporation and Director of the Hong Kong Treasury Bureau, said, “The National Outline of the Fifteenth Five-Year Plan” clearly supports Hong Kong in building a commodity trading ecosystem. The “First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030)” and the 2026 “Policy Address” also point out that Hong Kong is using gold as an entry point for commodity development. The gold market is developing strongly and there are opportunities everywhere.”

Chan Ping-keung served as Executive Director of the Hong Kong Government from 1988 to 2000. He was the Chief Assistant Secretary for Financial Services. He was responsible for securities and derivatives market policies and the merger listing of Hong Kong Exchanges and Clearing Limited (HKEx). He joined the Hong Kong Stock Exchange in 2000 and was promoted to Managing Director and Co-Head of Equity Securities and Fixed Interest Products and Currency Business at Global Markets Group.
