On September 21, the National Energy Administration organized a special conference on investigating the gas insurance and supply situation during the 2026-2027 heating season to thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on dealing with the situation in the Middle East and safeguarding national energy security, as well as the work requirements of the National Development and Reform Commission and National Energy Administration, focusing on ensuring that the masses stay warm through the winter, study the natural gas supply and demand situation this winter and spring, and deploy the next phase of key tasks in detail. Wang Jianbo, member of the party group and deputy director of the National Energy Administration, presided over the meeting and delivered a speech. The meeting demanded that oil and gas companies, as the main force in natural gas insurance and supply, adhere to bottom-line thinking, problem orientation, forward-looking planning, and take multiple measures together. Upstream gas supply companies should vigorously increase storage and production, strengthen production and increase supply on a domestic basis; speed up the gas injection process to ensure that underground gas storage depots are full in winter and that coastal LNG storage tanks are at high liquid levels; and make detailed emergency plans to cover the bottom line of their own market insurance and supply. The State Pipeline Network Group should take good care of the construction of major projects, keep a close eye on nodes and reverse discharge schedules, and ensure that natural gas infrastructure is put into operation on time. Hebei and other provinces should summarize the experience and lessons of insurance and supply over the years, effectively assume the main responsibility for insurance and supply, strengthen coordination between supply and demand, and ensure implementation of relevant national policies.
