After investigation, the dumped material was sludge from waterway dredging and dredging. It is “other solid waste” and has polluting characteristics; the water quality in the surrounding waters and downstream water intake points in the landfill area all met Class II standards for surface water; the enterprises involved were investigated and punished for illegal dumping of solid waste, and the 11 people responsible were held to account.
