The bill must also go through a full vote in the House and Senate and be signed by President Donald Trump before finally becoming law.

In terms of specific provisions, the bill requires the government to hold all bitcoins for 20 years and strictly prohibits any form of sale, exchange, auction, or collateral of these assets. Meanwhile, the US Treasury and Commerce departments are being asked to find ways to further acquire more bitcoins without affecting the balance of the budget. Trump signed the relevant executive order in March 2025, deciding to fully use bitcoins obtained through criminal and civil asset forfeiture to fund this reserve plan.
